INTRODUCTION
The Lower Shabelle region lies to the west, northwest, and southwest of Mogadishu. It is bordered to the south by the Juba region, to the east by the Indian Ocean and Mogadishu, the Middle Shabelle region to the north and the Bay region to the west. The topography is composed of plains, coastal areas and semi-desert stretches such as the Baraawe district. The region comprises eight districts: Merka (the regional capital), Afgoi, WanleWeyn, Koryoley, Sablale, Baraawe, KurtunWarrey and Audegle. It has an estimated population of over 2000,000. (Two Million) The population is classified under four categories; nomadic agricultural, agricultural nomadic, and urban sedentary

There are an estimated 369,000 IDPs or people living like IDPs in Mogadishu, according to the UN Office for the Coordination of Humanitarian Affairs (OCHA)

Most of the IDPs from around Baraawe and its surroundings may be willing to relocate from Mogadishu or to return to their original homes. However the current relocation/voluntary returnees project officers/organization under taking this programs have committed corruptions and partiality to conduct returning IDPs to Koryoley where by its now under the control of Al-shabaab while on the hand people representing IDPs from Sablale, Baraawe, KurtunWarrey and Audegle have reported that officers or those responsible for the voluntary returnees project are corrupted they do help facilitating IDPs returnees to Koryoley district while they say they cannot facilitate those IDP from Baraawe due to the Al-shabaab presences

As we concern our IDPs to be facilitated we argue that any organization responsible the relocation/returnees project must work on according to their code of conduct and stop discriminating or differentiating same IDP people

CURRENT LOWER SHABELLE REGION ANALYSIS
Lower Shabelle region borders Mogadishu, Middle Shabelle, Middle Juba, Bay and the Indian Ocean. Its estimated population is 850,651 with a rural/urban split of 80/20 per cent. The region has eight administrative districts and six livelihood zones, mainly the riverine, agro-pastoral and coastal pastoral zones.
Lower Shabelle has the largest concentration of IDPs with 496,000 people, including 406,000 in Afgoyee. These IDPs were originally displaced from Mogadishu by a multi-dimensional conflict since 2007, living in the Afgooye corridor. During the conflicts in February and May 2012, over 50,000 IDPs were displaced to Mogadishu and other parts of Lower Shabelle from the Afgooye corridor.
In June 2012, AMISOM/Somali National Army (SNA) took over Afgoye town, ending more than four years of Al-Shabaab rule. In August 2012, Merka, previously under AS, was also taken by AMISOM and SNA. The remaining districts in the region are still under Al-Shabaab control.

RECOMMENDATIONS FROM THE LOWER SHABELLE IDPS

Ø  Restoring water to the river
Ø  Rehabilitation of river embankment
Ø  Destruction hygiene kits
Ø  Initiate MCH centers in the said locations
Ø  Rehabilitation/new construction of Shallow wells.
Ø  Rehabilitation/Construction of pit latrines
Ø  Dislodge the pit latrines when it is full
Ø  Hygiene promotion
Ø  Facilitations for smooth relocation of IDPs to the said districts
Ø  Rehabilitation and  newly reconstruction of schools, health centers, hospitals
Ø  Liberation of Al-shabaab from lower shabelle by TFG facilitations
Ø  Rebuilding for the Baraawe hospital
Ø  Formation of unanimous regional administration of Lower Shabelle Region by all inclusive
